- provision for interfacing of Federal and Regional executive power authorities, chief executives of scientific institutions and industrial enterprises with the purpose to determine the main streams and problems of high-technology industries development and opening up of science intensive world markets;
- assistance to development of main trends of the state industrial policy, improvement of competitiveness of the Russian industrial production sector;
- assistance to integration of economic, scientific, engineering and investment potential of Russian Federation regions and foreign countries;
- promotion of progress and achievements of Russian science, engineering, production and state actions aimed to stimulate the development of economics, science, industry and education;
- evaluation of up-to-date status of innovative, financial and labor resources at Federal, Regional and industry levels and of the rate of industry and economics adaptation to market economy conditions.

1. The Congress
The Congress comprises a series of conferences, subject seminars, “round tables” and presentations of up-to-date projects and programs where meetings of representatives of state legislative and executive power, financial institutions, science, industry and business will be held. The Congress welcomes heads of federal and regional executive authorities, leading Russian scientists and industrialists, businessmen and economists; the Congress supposes a broad attendance of foreign statesmen, businessmen and scientists. 2. Exhibition
Exhibition of Russian and foreign industrial, scientific research and production enterprises, developers and manufacturers of high-quality competitive products.
The General exposition of the Forum is formed of five sections:
- expositions of regions and cities of the Russian Federation;
- exposition of innovative and investment projects of Russian enterprises;
- expositions of key branches of industry;
- international exposition of science parks;
- expositions of foreign countries.
